We currently have a vacancy for a Data Governance Senior Specialist- Records on a contract of indefinite duration in the Regulatory & Business Services Division Division. This role is aligned with the Bank Professional 2 grade and the BP2 salary scale, between €82,466 and € 103,957 applies. Please click here for further information on our salary scales.

The purpose of this role is to lead, develop, and manage the implementation of the Data Governance Framework. To lead out on and own related policy formulation and implementation, Data management quality standards and KPIs. To grow technical expertise through development of a team of records professionals and to raise awareness across the wider organisation with regard to Data Governance ensuring the Central Bank can fulfill its role in the area.

Responsibilities:
  • Act as a senior Data Governance team member and direct and develop a team of record specialists in the delivery of the Data Governance Framework by developing, enhancing and communicating effective and practical standards, guidance and tools based on applicable legislation, industry standards and best practices.
  • Lead the continuous improvement in the day-to-day operations of Data management in the Bank and plan, coordinate and report on data quality and against standards and KPIs, in line with the Bank’s Data Governance Maturity Models to improve the Bank’s Data Governance maturity and drive efficiency and enhance the quality of the Data Governance.
  • Provide specialised guidance and development to a team of data and records specialists and relevant stakeholders through effective direction, delegation and mentoring to ensure effective delivery of objectives.
  • Take a lead role in the development and maintenance of a suite of records and data Governance training for the Central Bank. Develop and support a train the trainer model and lead the communications to staff in respect of the Bank’s Data Systems and Data management, to support user adoption of Data Governance and business operations.
  • Take a lead role in and guide the team with defining, maintaining and raising awareness of Data Governance policies and practices across the Bank and provide consistent and high quality records management services in compliance with legal, accountability and transparency obligations, to support the delivery of the Bank’s mandate including good collaboration on issues resolution.
  • Represent the Central Bank on relevant fora as appropriate, to contribute to national and international developments.
Requirements:
  • A degree in IT, business, Data or Records management, a related area or equivalent professional experience.
  • Certifications such as AIIM, ARMA, DAMA, Lean Six Sigma, PMP, APMG or equivalent are desired
  • Significant relevant experience with 3 years specifically working in the field of Data or Information Governance, Records Management, or a similar discipline
  • Demonstrated ability to work as part of a broad technical operational team, meet tight deadlines, and coordinate work efficiently
  • Experience of developing a team in a dynamic environment and working across multiple reporting lines
  • Significant involvement in the design, implementation and lead out of Enterprise level data management systems and processes would be an advantage.
  • Policy judgement: proven ability to assess situations, data and information in order to develop appropriate strategies, plans and policies and lead out their implementation;
  • Experience and knowledge of current issues, trends, developments, standards and good practice in data governance, knowledge and digital information management.
  • A strong understanding of the Bank’s structure functions or experience in a similar regulatory environment an advantage.
  • Significant experience in developing and implementing efficient and well-organised plans, monitoring the state of affairs regularly and making consistent and adequate adjustments in order to achieve objectives through direction of a team of professionals
  • Strong senior stakeholder management experience
  • Proven ability to manage, coach and mentor colleagues to ensure skills development and transfer across a broad technical team
  • Skills and experience with a strong customer centric focus, e.g. strong verbal communication skills, analytical skills, being able to think on your feet, strong stakeholder management in terms of following up with people and managing expectations, experience of people and team management.
  • Ability to manage multiple issues and make sure the team drives them to resolution.
  • Project Management, Change Management or Analysis experience would be an advantage
