Position Title: Business Analyst & Process Consultant III

Reports to: Vice President – Professional Services Line of Business

Subsidiary: Leisnoi Enterprise Solutions, LLC

Location: Remote

Job Status: Regular Part-Time


Position Summary

Leisnoi Enterprise Solutions, LLC has an immediate need for a Business Analyst & Process Consultant III with the ability to support the requirements within an IT enterprise solution at our client, USDA. A strong skill set for researching, reviewing, developing, and delivering critical process mapping and requirements analysis across the division. Furthermore, the candidate must have experience writing, working, or assisting an enterprise service desk to which this gained perspective can be brought to the team during the process improvement/mapping. The candidate should be highly skilled with the Microsoft suite and other industry leading analysis and process mapping tools.

This role receives assignments and reports directly to the Lead supporting USDA Technical Services Division (TSD). The position is integral to our success at USDA and providing our client with the most organized and professional team members to meet their expectations.

Location

This is a full-time telework role. Must be a US Citizen with the ability to obtain a favorable government background investigation (BI).

Responsibilities and Duties

  • Ability to interview personnel and conduct site observations to ascertain the equipment, methods, and personnel needed for effective processes. This also involves staying up to date with the latest business best practices and technological developments which can automate and streamline processes to help businesses perform more efficiently.
  • Responsible for providing expertise to develop, plan, report and manage deliverable requirements gathering and analysis activities.
  • Ability to gather information through process mapping, flow-charting, and workshops. This information can then be used to develop better process engineering.
  • Having the expertise to identify impacts to services, translate requirements into deliverables and document common service desk measurements, best practices, and effective Service Level Agreement measures for use by government personnel.
  • Responsible for meeting with clients and carrying out workshops to help them document any valuable information and to determine the business goals that USDA desires to achieve and work towards.
  • Improve or automate business and workflow processes using analytical software to document procedures and map processes.
  • Responsible for producing management level summaries; visually descriptive and complex process maps as well as written deliverables and verbiage in common contracting terms from translated requirements.
  • Exhibit a refined understanding of continuous improvement concepts and principles.
  • Analyze organizational survey processes incorporating best practices and recommending project for process improvements.
  • Manage, document, and implement approved projects for organizational survey process changes.
  • Day to Day Responsibilities
    • Review requirements within the Service Level Agreements for Service Desk Operations.
    • Facilitate working group sessions to gather the necessary date to complete requirements analysis.
    • Provide knowledge of best practices within the Service Desk industry to be incorporated into deliverables and contract verbiage.
    • Create and present findings as well as metrics to executive management.
    • Work with an existing team to deep dive into USDA Service Desk survey and provide analysis of collected metrics.

Basic Qualifications and Skills Required

  • Bachelor’s degree in business, Economics, or other relevant fields.
  • Current ITIL certification.
  • 5 to 7 years of experience directly supporting a large corporation/agency or military branch in an IT business analyst/process capacity.
  • 5 to 7 years of experience in process mapping and requirements analysis.
  • 5 to 7 years of experience with Service Desk concepts and best practices.
  • Strong verbal and written communication with internal and external customers to produce presentations and reports on the findings.
  • Strong analytical skills.
  • Proficient in utilizing analytical programs as well as spreadsheet software and flow-charting tools.
  • Strong problem solving and troubleshooting abilities to think creatively to solve customer challenges, problems, etc.
  • Strong critical thinking ability.
  • Extensive experience in vendor coordination and support for service area technologies including collaboration and team analysis.

Preferred Qualifications and Skills

  • Exceptional writing capabilities.
  • Ability to synthesize data from a variety of sources including Service Level Agreements, Contracts, and existing Standard Operating Procedures for USDA Service Desk.
  • Demonstrated proficiency with government contracting process and terminology.
