Summary

This position is located in the Bureau of African Affairs, Office of Regional Peace and Security (AF/RPS). Our mission is to support the development of an Africa that is more secure and stable with security and justice institutions that are more professional, accountable, and democratic. The key security issues we address are terrorism and other transnational threats like illicit trafficking in arms, drugs, poached animals, persons, conflict prevention, peacekeeping, and conflict resolution.

Duties
At the GS-12 level, the incumbent performs duties as outlined below. The scope and complexity of assignments are of less responsibility and independence, and the incumbent receives closer than normal supervision than at the GS-13 level.
Evaluates assistance program effectiveness as evidenced by improvement or deterioration in the political, economic, or social conditions affiliated with program goals in the assigned country.
Leads the clearance process for analytic products with relevant Departmental and other organizations, modifying drafts as necessary and appropriate.
Serves as the principal point of contact for for actions on foreign security assistance programs for assigned region and/or countries.
Acquires and uses GOR and COR II certification to implement all required foreign assistance administration and management actions for pre-award, award, post-award, and closeout for programs.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

Applicants applying for the GS-12 grade level, must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience in foreign assistance administration to include developing grant and contract actions for pre-award, post-award, and closeout for programs as well as verifying delivery, construction, and other services provided in close coordination with grants officers and contract officers.
Experience analyzing, briefing, and overseeing the clearance process among organizations on foreign assistance programs.
Experience with analyzing and developing program recommendations to achieve peace and security in foreign policy objectives and goals in sub-Saharan Africa.

There is no substitute of education for specialized experience for the GS-12 position.

Experience drafting and leading the clearance process for analytic products with relevant organizations, modifying drafts as necessary and appropriate and providing expert advice and consultation on planning, execution administration, and oversight of the programs based on that analysis.
Experience with analyzing, developing and negotiating program recommendations to achieve peace and security on foreign policy objectives and goals in sub-Saharan Africa.

There is no substitute of education for specialized experience for the GS-13 position.
